Lost Art: people running around Tate Modern

Who was the artist who needed a whole bunch of people to move en masse up and down Tate Modern, London, creating some kind of monolithic Mexican wave at some point in, I believe, 2010? This was different to the ‘running man’ piece by Martin Creed in Tate Britain.
